Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Larger, Kuck, Parker, Richter, Burnell and
Kronenberger. Also present were Solicitor This, Fiscal Officer
Speelman, Chief of Police Skinner and Village Administrator Dicke.
Mayor Pape was excused with a motion by Larger. Second by Richter.
Six ayes.

Visitors were Doug Spencer, Matt Krieg, Jerry McClannan from Mote &
Associates, Sandy Schwieterman representing Sidney Daily News and
Jeff Elking representing The Daily Standard.

Minutes from the March 26 meeting were approved. Motion by
Parker. Second by Richter. Six ayes.

New Bremen Swim and Dive is requesting $6,600 to cover coaches’
payroll for 2018 summer season. Vote of approval to pay $6,600 to
Swim Team. Motion by Larger. Second by Parker. Six ayes.

Kuck made the following announcements in the Mayor’s Report:
Open House at the Police / EMS Building will be on Saturday,
May 19 from noon to 3pm.
Community Garage Sales are April 20 and 21.
Spring Clean-up will be Saturday, May 5 from 8 a.m – 11 a.m at
the village facility at 304 S Herman St.
Fines, fees and forfeitures for March was $1,028.
Village Administrator Dicke gave the following report:
Front and Eastmoor Drive reconstruction is ready for contractor
to begin as soon as weather cooperates. Vectren has 65% of
gas line installed.
Preliminary report is back from the Industrial Electric Study.
Village will begin selling excess and surplus items on
govdeals.com.

Doug Spencer introduced himself to council. He has served 3 terms
as Auglaize County Commissioner and is seeking a 4th term.

Brookside Laboratories inquired if medical marijuana testing in their
facility would be compliance with the Village Ordinance. Ordinance
2017-7-16 prohibits retail dispensaries, cultivators or processors of
medical marijuana within the Village. Medical testing is not
prohibited. Brookside will test the item and then destroy it.

Transformer 7.5 MVA at White Mountain Substation is in need of
replacement. Motion by Parker to advertise for bids. Second by
Burnell. Six ayes.

Remained Tabled – Third Reading ORDINANCE 2018-1-02 Revoking
current employee handbook and adopting revised employee
handbook.

Second Reading ORDINANCE 2018-3-10 Renew Anthem Medical
Insurance on May 1, 2018. Motion by Parker. Second by Richter. Six
ayes.

At 6:53 p.m. Kuck made a motion to enter executive session to
discuss personnel. Second by Burnell.

Came out of executive session at 7:17 p.m. with no action.
Second Reading ORDINANCE 2018-3-11 Tax Abatement New Bremen
Brewing Co. Motion by Burnell. Second by Kronenberger. Six ayes.
Larger made a motion to adjourn at 7:18 p.m. Second by Richter.
Six ayes.
