Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Burnell, Parker, Larger, Kuck, Richter and
Kronenberger. Also present were Mayor Pape, Solicitor Smith, Village
Administrator Dicke, Chief of Police Skinner and Fiscal Officer
Speelman.
Visitors were Jerry McClannan from Mote & Associates, Jeff Elking
representing The Daily Standard, Greg Dennings, Ben Krieg, Matt
Krieg and Mike Hibner.
Minutes from the October 23 meeting were approved. Motion by
Larger. Second by Parker. Richter abstained. Five ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
Congratulations to the Girls Volleyball team on winning the first
team State Championship for New Bremen.
Tree lighting is scheduled for November 27. The council
meeting will be moved from November 27 to November 28 at
6:30 p.m.
On November 16 at 9:00 p.m. the Travel Channel will talk
about the Bicycle Museum on the show Mystery at the
Museum.
Village Administrator Dicke gave the following report:
Update on Police/EMS Building – Are currently about 2 weeks
behind.
Radar detectors have been installed at Plum and Washington
Street intersection.
The leaf sweeper is currently being used for leaf pick up
Kuck made a motion at 6:45 p.m. to enter executive session to
discuss personnel. Second by Burnell. Came out of executive session
at 8:27 p.m.
Discussed House Bill 49 and how it could affect Income Tax
Collections for the future. The Village supports the concept that
municipalities can collect taxes on money earned in its jurisdiction and
will support this by contributing a $1,000 to this defense.
First Reading RESOLUTION 2017-11-50 authorizing the Village Fiscal
Officer to contribute $1,000 to the defense of House Bill 49. Motion
by Kuck. Second by Parker. Six ayes.
Larger made motion to suspend the rule. Second by Richter. Six
ayes. ORDINANCE 2017-11-23 transfer from Income Tax Fund to
General Fund $600,000, Street Department $175,000 and Parks
$100,000 for a total of $875,000. Motion by Kronenberger. Second
by Burnell. Six ayes.
First Reading ORDINANCE 2017-11-24 authorizing at 2% Cost of
Living Adjustment in 2018 for all full time and part time employees.
Motion by Parker. Second by Larger. Six ayes.
First Reading RESOLUTION 2017-11-51 approving expenditures not to
exceed $125,000 for day to day operations of the Village of New
Bremen from January 1, 2018 to January 8, 2018. Motion by Richter.
Second by Kronenberger. Six ayes.
Discussed making revisions to the Shelter House and Pavilion Rental
Agreements. No decision was made on the revisions.
The plaque for the new Police / EMS Building needs to be ordered.
Discussed what names should be on the plaque. Will be consistent
with what was done in the past.
First Reading RESOLUTION 2017-11-52 Economic Development
Director contract, part time with a flat rate of $42,000 per year. Will
turn in monthly update and hours worked. Expected to work an
average of 32 hours per week. Motion by Kuck. Second by Burnell.
Six ayes.
First Reading ORDINANCE 2017-11-25 amend handbook to remove
retire / rehire for future employees. Motion by Parker. Second by
Kronenberger. Five ayes. Burnell naye.
Second Reading RESOLUTION 2017-10-48 authorizing the Village
Administrator to go out for bids on Front St. and Eastmoor Drive
reconstruction. Motion by Larger. Second by Parker. Six ayes.
Kuck made motion to suspend the rule. Second by Burnell. Six ayes.
Declaring Emergency ORDINANCE 2017-10-22 restrict the parking
north of the bridge behind the library to be for Library and Komminsk
Park Parking Only. Motion by Kronenberger. Second by Burnell. Six
ayes.
