April 23, 2018

Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Larger, Kuck, Parker, Richter, Burnell and
Kronenberger. Also present were Mayor Pape, Solicitor This, Fiscal
Officer Speelman, Chief of Police Skinner and Village Administrator
Dicke.

Visitors were Jerry McClannan from Mote & Associates and Jeff Elking
representing The Daily Standard.

Minutes from the April 9 meeting were approved. Motion by Parker.
Second by Richter. Six ayes.

Larger made a motion to approve total expenditures for April in the
amount of $864,922.83 and total receipts for March were
$1,307,583.99 and noted Finance committee reviewed bank
reconciliations for March. Second by Kuck. Six ayes.

Mayor Pape made the following announcements in his Mayor’s Report:
Community Garage Sales were a success.
Spring Clean-up will be Saturday, May 5 from 8 a.m – 11 a.m at
the village facility at 304 S Herman St.
Mayor Pape attended an AMP meeting in Columbus. No news
to report.

Village Administrator Dicke gave the following report:

Front and Eastmoor Drive reconstruction:
Gas line expected to be complete the week of April 30.
Anticipate Shinn Brothers to begin week of April 30.
Transformer for White Mountain Substation – Insurance will
cover the replacement cost of $107,000. Village will pay
deductible of $15,000. 24 week lead time.
Final GPD Industrial Study is back. In good shape for several
years unless a large project comes up. Need to layout a 5-10
year plan.
New website process has begun.
RecDesk is available on website to register for Summer Rec ball
programs, shelterhouse rentals and pool passes.
Continue to see increase in ACH payment and email signup for
utility bills.
Reminder that building permits are needed for fences, signs
and new additions. If in doubt that a permit is needed, call the
village office.

First Reading RESOLUTION 2018-4-2 Emergency Medical Technician
Paramedic Services with New Bremen Emergency Squad Inc. Motion
by Parker. Second by Burnell. Five ayes. Parker abstained.
Kronenberger and Solicitor This will discuss future contracts and
possibly being auto renewable.

Remained Tabled – Third Reading ORDINANCE 2018-1-02 Revoking
current employee handbook and adopting revised employee
handbook.

Third Reading ORDINANCE 2018-3-10 Renew Anthem Medical
Insurance on May 1, 2018. Motion by Kronenberger. Second by
Larger. Six ayes.

Third Reading ORDINANCE 2018-3-11 Tax Abatement New Bremen
Brewing Co. Motion by Richter. Second by Larger. Six ayes.
Larger made a motion to adjourn at 6:59 p.m. Second by Parker. Six
ayes.
