August 26, 2019

Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Burnell, Richter, Parker, Larger, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor This, Chief of Police Skinner, Fiscal Officer Speelman and Village Administrator Dicke.

Visitors were Jenna Gilbert representing The Evening Leader, Sandy Schwieterman representing The Sidney Daily News, Jerry McClannan from Mote & Associates and Jeff Elking representing The Daily Standard.

Minutes from the August 12 meeting were approved.  Motion by Parker.  Second by Richter.  Five ayes.  Larger abstained.

Larger made a motion to approve total expenditures for August in the amount of $1,605,340.89 and total receipts for July were $1,684,479.39 and noted Finance committee reviewed bank reconciliations for July.  Second by Kronenberger.  Six ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

  • Thank You to Bremenfest Committee for a successful weekend. Heard many compliments on the ride company.
  • Bremenfest Committee is in need of volunteers, especially males to help with moving of equipment and set up.
  • The upcoming weekend is the Annual Alumni Ball Tournament Weekend.

Village Administrator Dicke gave the following report:

  • The bids for the Waste Water Plant aerators have been opened and we received a recommendation from Arcadis.
  • Traffic signals will go out for bid on August 27.
  • House demolition bids for the North Substation location will be opened on September 6.
  • Storm water can not run through the sanitary lines per Ohio Revised Code. The excess water throws off the balance at the Waste Water Treatment Plant.  This can cause EPA violations.

Councilman Burnell commented the Fishing Derby was held at Kuenning Dicke Park on August 15.  We received a $500 donation from the FOP.  Prizes for the event were purchased from Mike’s Bait & Tackle, Pro Bass Bait & Tackle, Spillway and Topsy Turvey Toys.  Refreshments were from Wagner’s IGA.

After further review of the seven major equipment bids by GPD, Bid Item 5 was awarded to Pepco in the amount of $75,000, Four Vacuum reclosers, these reclosers will not interface with the controllers being placed in the Power Control Center.  GPD recommends eliminating the bid from Pepco for the reclosers as non-conforming and award the bid to Eaton at a cost of $57,872.   Actual bids for the seven major equipment items totaled $1,765,885.

Kuck made motion to suspend the rule.  Second by Parker.  Six ayes.  Declaring Emergency ORDINANCE 2019-8-19  to rescind Ordinance 2019-8-16 and Accept GPD’s recommendation for the seven major equipment items for the North Substation.  Motion by Kronenberger.  Second by Larger.  Six ayes.

Bids for the Waste Water Plant Lagoon Aeration Improvements was opened on August 15.  Three bids were received.  Arcadis reviewed all bids and recommends RG Zachrich Construction, Inc of Defiance, Ohio in the amount of $282,456.10.  Due to lead times of equipment  and the need to get installed before year end, it was decided to pass by emergency.

Richter made motion to suspend the rule.  Second by Burnell.  Six ayes.  Declaring Emergency ORDINANCE 2019-8-20  Accept RG Zachrich Construction, Inc bid of $282,456.10 for the Waste Water Plant Lagoon Aeration Improvements.  Motion by Larger.  Second by Parker.  Six ayes.

Mayor Pape discussed the village’s responsibility to maintain the bike path from Lock Two to the bridge at Spring Creek.  The village has requested a transfer of ownership for the portions of the canal we do not currently own.  Ownership by the village should increase potential of receiving grant funds.

First Reading Resolution 2019-8-8  Accept Local Government funds and rates set by Auglaize County Budget Commission, $74,269.23.  Motion by Kronenberger.  Second by Larger.  Six ayes.

Second Reading Ordinance 2019-8-18  Petition Auglaize County Commissioners for land in German Township.  A portion of the Voress property is located outside the village.  Motion by Parker.  Second by Kronenberger.  Six ayes.

Second Reading Ordinance 2019-8-17  Amend appropriations for EMS Levy Fund.  Motion by Kronenberger.  Second by Kuck.  Five ayes.  Parker abstained.

Third Reading Resolution 2019-7-7  Refuse contract with Maharg’s, 3 year term beginning September 1, 2019.  Motion by Kronenberger.  Second by Richter.  Six ayes.

Larger made a motion at 7:04 p.m. to enter executive session to discuss personnel.  Second by Kuck.  Skinner, Dicke and Speelman were excused at 7:25 p.m.  Came out of executive session at 8:14 p.m. with no action.

Third Reading Ordinance 2019-7-15  Levying Assessments of Front Eastmoor Dr Reconstruction Project.  Motion by Richter.  Second by Burnell.  Five ayes.  Larger abstained.

Larger made a motion to adjourn at 8:16 p.m.  Second by Kronenberger.  Six ayes.
