Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Burnell, Parker, Richter, Kuck, Schwartz and
Kronenberger. Also present were Mayor Pape, Chief of Police Skinner
and Fiscal Officer Speelman. Solicitor Smith was absent.
Visitors were Jerry McClannan, Donna Schmitmeyer, Cathy Maurer
and Jeff Elking representing The Daily Standard.
Minutes from the March 27 meeting were approved with a motion by
Richter. Second by Parker. Five ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
Reported fines, fees and forfeitures for the month of March in
the amount of $2,454.00
Announced Easter Egg Hunt will be April 15 at 1:00pm
Village Administrator Dicke gave the following report:
Community Garage Sales will be April 21 – April 22
Spring Clean-up Day will Saturday, May 6 from 8am-11am at
the Village facility located at 304 S. Herman St.
Front and Eastmoor Dr project is still in process
Village monthly utility bills will be moving from postcard size bill
to 8 ½ x 11 bill over the next month. Residents can sign up to
receive monthly bill via email and payments can be made by
ACH from your bank account on the 10th of each month.
Donna Schmitmeyer and Cathy Maurer presented the proposed levy
for New Bremen Schools. A community meeting is planned April 19 at
7:30pm in the Elementary Gymnasium.
Nate Metz flagged off the Disc golf course. Proposed cost is $8,200.
A vote to approve installing a Disc golf course at Bremenfest Park was
approved. Six ayes.
Jerry McClannan from Mote and Assoc discussed Front St Eastmoor Dr
project. Requested a Resolution of Necesssity.
First reading RESOLUTION 2017-4-13 declaring the necessity of
improving parts of East Front Street and South Eastmoor Drive by
installing curbs, gutters, sidewalks and driveway approaches. Motion
by Kuck. Second by Kronenberger. Six ayes.
Third reading ORDINANCE 2017-1-2 amending Electric Ordinance
2002-12-43 and authorizing a $65.00 fixed charge per month for an E
meter. The E meter has a phone jack that allows the customer to
access the data. Council also reviewed utility deposits. No change
made to the utility deposit amounts or procedures.
Second reading ORDINANCE 2017-3-7 creating a Capital Outlay
Policy. Village Administrator Dicke asked Solicitor Smith to review the
sample policies and discuss the options at the next meeting. The
ordinance was tabled.
Second reading RESOLUTION 2017-3-12 to authorize the Village
Administrator to enter into contract with Choice One Engineering of
Sidney, Ohio for designing plans and specification for traffic signals at
three intersections in the Village of New Bremen at a fee not to
exceed $50,000. Motion by Burnell. Second by Schwartz. Six ayes.
RESOLUTION 2017-4-16 Accepting the bids of Buds Chrysler Dodge
Jeep of Celina, Ohio for a 2017 Dodge 2500 pickup truck in the
amount of $27,936.50 for use by the Water Department and for a
2017 Dodge 3500 pickup truck in the amount of $28,408.00 for use
by the Public Works Department as the lowest and best bid. Motion
by Parker. Second by Kuck. Six ayes.
First reading RESOLUTION 2017-4-14 to authorize Payment to New
Bremen Emergency Squad in the amount of $15,000. Motion by
Kuck. Second by Kronenberger. Five ayes. Parker abstained.
First reading RESOLUTION 2017-4-15 to authorizing donation to
$7,300 to New Bremen Swim and Dive Team. Motion by Burnell.
Second by Kuck. Six ayes.
Kuck made motion to suspend the rule. Second by Burnell. Five
ayes. Second and third readings ORDINANCE 2017-4-9 eliminate
Head Lifeguard position. Remove WSI instructor and replace with
SLI. Lifeguards will be paid at minimum wage. Receive increase in
each year returning and receive increase of $0.20 for SLI. Motion by
Schwartz. Second by Parker. Six ayes.
