Roll call showed the following members present for the meeting on this date at 6:30 p.m. at Police / EMS Training Room  Burnell, Larger, Kuck, Kronenberger and Lomakin.  Richter attended by phone.  Also, present were Mayor Parker, Solicitor This, Chief Skinner and Fiscal Officer Speelman.  Village Administrator Dicke was absent.

Visitors attending were Kim Prueter, Stephanie Alig, Corey Maxwell from The Evening Leading, Jeff Elking from The Daily Standard and Jerry McClannan from Mote & Associates.

Minutes from the July 13, 2020 regular meeting were approved.  Motion by Kuck.  Second by Kronenberger.  Six ayes.

Larger made a motion to approve total expenditures for July in the amount of $2,325,258.61 and total receipts for June were $2,228,290.91; noted Finance committee reviewed bank reconciliations for June.  Thank You to First National Bank and Minster Bank for reducing the rate on the North Substation Loan from 2.45% to 2.30%.  Second by Kronenberger.  Six ayes.

Mayor Parker’s Report:

  • Fines and Fees for June were $2,033.
  • Renewed 210 N Washington St 1 yr lease with Eiting Real Estate.
  • Pool will close Aug 4 for leak detection. Aug 22 is last day for the season.
  • Roll call vote will only be done for Ordinances and Resolutions at Third Reading or Emergency. First and Second Readings will be a voice reading of the legislation.
  • Tentative locations have been selected for the art sculptures at Komminsk Legacy Park.
  • Pumpkinfest is cancelled for 2020.

Village Administrator Dicke Report:  No Report

Second Reading Ordinance 2020-07-11 CRA Agreement with Brookside Laboratories.  Continuation of current CRA to include the intended $2 million expansion of the facility to include warehouse and office space as well as hire of 10 additional employees.

Third Reading Resolution 2020-06-04  Coronvirus Relief Fund HB 481.  Motion by Kronenberger.  Second by Larger.  Six ayes.

Third Reading Resolution 2020-06-03  Accepting funds designated to the Village of New Bremen Police Department and authorizing funds to be designated to the New Bremen Foundation as a proper public purpose to maintain funds for the Village of New Bremen Police Department to the executed Community Fund Agreement.  Motion by Kuck.  Second by Kronenberger.  Six ayes

Larger made a motion at 6:45 p.m. to enter executive session to discuss personnel.  Second by Kronenberger. Six ayes.  Came out of executive session at 7:12 p.m. with no action

Kronenberger made a motion to adjourn at 7:12 p.m.  Second by Larger.   Six ayes.
