Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Burnell, Parker, Larger, Kuck, Richter and
Kronenberger. Also present were Mayor Pape, Village Administrator
Dicke, Chief of Police Skinner and Fiscal Officer Speelman. Solicitor
Smith was absent.
Visitors were Jerry McClannan from Mote & Associates, Jeff Elking
representing The Daily Standard, Mike Hibner, Stephanie Miller, Craig
Hoffman and Matt Krieg.
Minutes from the November 28 meeting were approved. Motion by
Parker. Second by Richter. Six ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
Received a Thank You card from Lady Cardinal Volleyball.
They appreciated all the support they received during the
season. The escort from police and fire departments was a
very memorable part of the season for them as a team.
Received a Thank you letter from the City of Celina for the
mutual aid from New Bremen Electric Department after the
storm on November 5.
Fines, Fees and forfeitures in November was $580.
Village Administrator Dicke gave the following report:
Update on Police/EMS Building – Estimated completion date is
mid to late December.
Leaf pick up ends December 15.
Pre-bid meeting for Front & Eastmoor Drive project was on
December 11.
First Reading RESOLUTION 2017-12-56 to authorize payment to New
Bremen Emergency Squad in the amount of $15,000. Motion by
Kronenberger. Second by Kuck. Five ayes. Abstain by Parker.
Stephanie Miller from Ohio Division of Forestry discussed tree lawns
and the tree blueprint for the Village. Tree lawn needs to be of
adequate size to support having a tree. Less than 4’ is normally not
large enough area to support a tree. 4’ to 6’ tree lawns could support
a small tree. Need to take into consideration any other items that
could be placed underground in the tree lawn, for example, utilities.
Larger made a motion to enter into executive session at 7:14 p.m. to
discuss compensation. Second by Kronenberger. Came out of
executive session at 7:33 p.m.
Second Reading ORDINANCE 2017-11-26 contract Jason This as
Village Solicitor for two year period January 1, 2018 – December 31,
2019 at the annual rate of $14,400. Motion by Kuck. Second by
Larger. Six ayes.
Second Reading RESOLUTION 2017-11-54 contract Thomas Guillozet
as magistrate for calendar year 2018. Motion by Larger. Second by
Kronenberger. Six ayes.
Second Reading RESOLUTION 2017-11-55 contract City of St. Marys
for the collection of income taxes for years 2018-2020 at a flat rate of
1.75%. Motion by Kronenberger. Second by Burnell. Six ayes.
Kuck made motion to suspend the rule. Second by Richter. Six ayes.
Declaring Emergency ORDINANCE 2017-11-27 Rental Agreement
Revisions for shelter house, pool and pavilion. Motion by Richter.
Second by Kronenberger. Six ayes.
Third Reading RESOLUTION 2017-11-50 authorizing the Mayor to
make a contribution not to exceed $1,000 to a coalition of
municipalities initiating litigation to challenge ammendments
contained in House Bill 5 and 49. Motion by Larger. Second by
Richter. Six ayes.
Larger made motion to amend ORDINANCE 2017-11-24 authorizing a
3% Cost of Living Adjustment in 2018 for all full time and part time
employees as individuals. The pay scale for the job will not be
increased by 3%. Economic Development Director will receive a flat
rate of $42,000 per year. Will turn in monthly update and hours
worked. Expected to work an average of 32 hours per week. Second
by Richter. Six ayes.
Third Reading ORDINANCE 2017-11-24 authorizing a 3% Cost of

Motion by Parker. Second by Kronenberger to take RESOLUTION
2017-11-52 off the table. Six ayes. Second Reading RESOLUTION
2017-11-52 Economic Development Director contract, part time with a
flat rate of $42,000 per year. Will turn in monthly update and hours
worked. Expected to work an average of 32 hours per week. Motion
by Burnell. Second by Kronenberger. Six nayes. Included with
Ordinance 2017-11-24.
Third Reading ORDINANCE 2017-11-25 amend handbook to remove
retire / rehire for future retirees. Motion by Parker. Second by Kuck.
