December 17, 2018

Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Larger, Burnell, Kuck, Parker, Richter and Kronenberger.  Also present were Mayor Pape, Solicitor This, Fiscal Officer Speelman and Village Administrator Dicke and Chief of Police Skinner.

Visitors were Jenna Gilbert representing The Evening Leader and Jeff Elking representing The Daily Standard. 

Minutes from the December 10 meeting were approved.  Motion by Parker.  Second by Larger.   Six ayes. 

Larger made a motion to approve total expenditures for December in the amount of $1,217,073.19 and total receipts for November were $1,285,362.66 and noted Finance committee reviewed bank reconciliations for November.  Second by Kronenberger.  Six ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

  • Thank you to Crown Equipment for expanding their manufacturing facilities in New Bremen.
  • Next council meeting will be Monday, January 14 in council chambers at 6:30pm.

Village Administrator Dicke gave the following report:

  • Employees completed 4 days of onsite Dude Solutions software training on Asset Management the week of December 10.

Discussed street parking near Crown Equipment Plant 10 and 11, old Stamco Building.  Removing 3-4 parking spots on Plum Street would improve the flow of truck traffic. 

First Reading Ordinance 2018-12-36  Amend parking ordinance to prohibit parking on a portion of Plum Street.  From the north curb line from Crown Equipment’s driveway east 20 feet and on the south curb line from Crown’s driveway east to the corner of Franklin Street.  Motion by Kuck.  Second by Burnell.  Six ayes.

Second Reading Resolution 2018-12-8  Accept 2019 salt bid from Artesian of Pioneer for Water Treatment Plant.  Motion by Parker.  Second by Richter.  Six ayes.

Discussed annual wage COLA adjustment for 2019.  In an effort to control pay ranges and rates of wages, a lump sum payment will be made to employees.  A total of $2,000 will be paid to full time employees and a total of $1,000 to part time employees.  Exception will be the Economic Development Director who averages 32 hours per week and will receive a total of $1,600.  Employees will receive half of the payment in March and the remainder in September.  There will be no increase in hourly rate.  In early 2019, we will look at establishing a performance based increase for 2020 wage adjustment.

Second Reading 2018-12-33 Annual COLA adjustment of lump sum payments to employees split into two equal payments.  Motion by Larger.  Second by Kronenberger.  Six ayes.

Second Reading Ordinance 2018-12-34  Safeway Packing CRA – 10% tax abatement for 3 years.  Motion by Kronenberger.  Second by Larger.  Six ayes.

Second Reading Ordinance 2018-12-35  Conditional use of property in the village at 314 E Plum St and 28 S Herman St.  Motion by Parker.  Second by Kuck.  Six ayes.

Second Reading Resolution 2018-12-9  Thomas Guillozet magistrate for 2019.  Motion by Burnell.  Second by Larger.  Six ayes.

Third Reading Resolution 2018-11-7  Management agreement between the Village of New Bremen and YMCA of Greater Dayton.  Motion by Larger.  Second by Kronenberger.  Six ayes.

Larger made a motion at 6:50 p.m. to enter executive session to discuss personnel.  Second by Richter.  Skinner, Dicke and Speelman were excused.  Came out of executive session at 7:40 p.m. with no action.

Third Reading Ordinance 2018-11-30 Appropriations for 2019 in the amount of $22,230,908.00.  Motion by Kuck.  Second by Larger.  Six ayes.

Larger made a motion to adjourn at 7:52 p.m.  Second by Kronenberger.  Six ayes.
