Roll call showed the following members present for the meeting on this date at 6:00 p.m. Larger, Wuebker, Burnell, Elshoff and Lomakin. Condon was excused with a motion by Larger. Second by Lomakin. Also, present were Mayor Parker, Fiscal Officer Speelman, Solicitor This and Village Administrator Richter. Chief Skinner was absent.

Minutes from the December 12, 2022 regular meeting were approved. Motion by Wuekber. Second by Larger. Four ayes. Lomakin abstained.
Larger reported total expenditures for December in the amount of $972,100.45 and total receipts for November were $1,438,739.16; noted Finance committee reviewed bank reconciliations for November. Motion by Larger. Second by Burnell. Five ayes.

Village Administrator Richter Report:
- Water well #9 has been cleaned, requires a new pump and motor. Waiting on performance results.
- Low temperatures have hindered the sludge removal at lagoons.
- Water line replacement on SR 274 will advertise on Dec 29 and Jan 5. Bid opening is Jan 19, 2023 at 11am.
2022 appropriations were amended to balance actual revenue to appropriations. Total appropriations are $23,548,605.24.

The engineers estimate for the State Route 274 Curb and gutter project is $385,000. Received 6 bids. PAB Construction was low bid at $358,400.

Appropriations for 2023 are $27,488,765.32.

All pay scale classifications were reviewed and adjusted. Also given a COLA adjustment of 3% for 2023.
