Roll call showed the following members present for the meeting on this date at 6:00 p.m. at Police / EMS Training Room, Burnell, Kronenberger, Larger, Lomakin and Wuebker. Kuck was excused with a motion by Larger. Second by Kronenberger. Also, present were Mayor Parker, Solicitor This, Fiscal Officer Speelman, Village Administrator Richter and Chief Skinner.
Visitors attending were Corey Maxwell from The Evening Leading and Jeff Elking from The Daily Standard.
Minutes from the December 14, 2020 regular meeting were approved. Motion by Burnell. Second by Larger. Five ayes.
Mayor Parker’s Report:
- Highlights from 2020 include the completion of North Substation, North Franklin and Ash St improvements, pool heater, waste water plant aerator improvements, traffic signal upgrade, library roof and landscape, 274 widening and purchase of 139 acres of farmland.
Village Administrator Richter Report:
- Swimming Pool – Astro Pools continues to pressure test lines. Of the 8 lines checked, 4 are leaking and hold no pressure. 3 lines remain to be tested. They will be sending a proposal to repair.
- Receiving quotes for Walnut St Sanitary line construction.
Larger made a motion to approve total expenditures for December in the amount of $1,846,361.73 and total receipts for November were $1,331,838.42; noted Finance committee reviewed bank reconciliations for November. Second by Kronenberger. Five ayes.
2021 Pool Management agreement with YMCA of Greater Dayton. No change from 2020 agreement. Management fee remains at $13,000.
Second Reading Resolution 2020-12-15 2021 Management Agreement between Village of New Bremen and YMCA of Greater Dayton.
2020 appropriations were amended to reflect actual revenue and expenses. Total appropriations are $27,264,945.29.
Lomakin made motion to suspend the rule. Second by Kronenberger. Declaring Emergency Ordinance 2020-12-22 Amend 2020 appropriations. Motion by Larger. Second by Burnell. Five ayes.
Third Reading Ordinance 2020-11-19 2021 Appropriations in the amount of $19,429,032.72. Motion by Larger. Second by Kronenberger. Five ayes.
