Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Burnell, Kronenberger, Larger, Kuck and Wuebker.  Lomakin was excused with a motion by Larger.  Second by Wuebker.  Also, present were Mayor Parker, Solicitor This, Fiscal Officer Speelman, Village Administrator Richter.  Chief Skinner was absent.

Visitors attending were Dan Condon, Corey Maxwell from The Evening Leader, Erin Gardner from Daily Standard and Sandy Schwieterman from Sidney Daily News.

Minutes from the December 13, 2021 regular meeting were approved.  Motion by Kronenberger.  Second by Kuck.  Four ayes.  Larger abstained.

Larger made a motion to approve total expenditures for December in the amount of $3,495,448.16 and total receipts for November were $1,172,140.23; noted Finance committee reviewed bank reconciliations for November.  Expenses were increased from paying off $1.6 million loan at Minster Bank for construction of Public Works and Police/EMS Buildings and recording OPWC Grant and Loan of $445,000 for 2021 Resurfacing Project.  Second by Kronenberger.  Five ayes.

Mayor Parker’s Report:

  • Fines, fees and forfeitures for December were $1,817.

Village Administrator Richter Report:

  • Jefferson St Reconstruction bid advertisement was on Dec 22, 2021 with bid opening Jan 12, 2022.

2021 appropriations were amended to reflect actual revenue and expenses.  Total appropriations are $20,105,124.14.

Kuck made motion to suspend the rule.  Second by Kronenberger.  Five ayes.  Declaring Emergency Ordinance 2021-12-32 Amend 2021 appropriations.  Motion by Kronenberger.  Second by Kuck.  Five ayes.

Second Reading Ordinance 2021-12-30  2022 Wage increase of 3% effective January 17, 2022

Third Reading Ordinance 2021-11-28  2022 Appropriations in the amount of $24,864,158.07.  Motion by Wuebker.  Second by Burnell.  Five ayes.

Third Reading Ordinance 2021-11-29 Solicitor Jason This contract for January 1, 2022 – December 31, 2023 at an annual cost of $16,000.  Motion by Larger.  Second by Burnell.  Five ayes.

Burnell made a motion to un-table Ordinance 2021-07-14 Increase in Waste water rates.  Second by Larger.  Five ayes.

July 2021 first reading Ordinance 2021-07-14 Increase in Waste water rates was completed.  Since then a water and waste water study was completed.  Council will discuss potential rate changes in January.  Decided not to continue with Ordinance 2021-07-14 and establish new ordinance in 2022.

Second Reading Ordinance 2021-07-14 Increase in Waste water rates.  Motion by Kronenberger.  Second by Kuck.  Five nays.  Ordinance 2021-07-14 did not pass.
