Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Burnell, Larger, Kuck, Richter and
Kronenberger. Parker was excused by a motion by Kuck. Second by
Richter. Also present were Mayor Pape, Solicitor This, Village
Administrator Dicke, Chief of Police Skinner and Fiscal Officer
Speelman.

Visitors were Angela Hamberg, Jerry McClannan from Mote &
Associates, and Jeff Elking representing The Daily Standard.
Minutes from the January 22 meeting were approved. Motion by
Richter. Second by Kronenberger. Five ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

Fines, Fees and Forfeitures for January totaled $1,318.00.

Village Administrator Dicke gave the following report:
GIS project is moving forward.
GPD Industrial electric study is underway.
Researching Asset Management software programs that will
interface with GIS information collected from RCAP.
Courtney & Assoc is completing a water and sewer rate study.
Preventative maintenance schedules are being developed.

Vote to approve capital budget purchases. Motion by Larger. Second
by Richter. Five ayes.

Vote of approval to purchase re-manufactured transformers with a 4-6
week lead-time. Purchase police cruiser to replace cruiser that
currently has 110,000 miles. Motion by Richer. Second by Kuck. Five
ayes.

Vote of approval to increase family pool pass from $90 to $100 and
increase in pool rental fees. Rental fee based on number of people
expected during the rental. Motion by Kuck. Second by Larger. Five
ayes.

First Reading ORDINANCE 2018-2-6 House Bill 49 pertaining to
municipal income tax. Motion by Larger. Second by Burnell. Five
ayes.

Angela Hamberg requested a transfer of parcel C1040002200 in
Bunker Hill Seventh Addition Lot 20, .95 acres to Community
Improvement Corp for economic development. She presented a
potential project opportunity with New Bremen Brewing Co for future
purchase of the land.

First Reading ORDINANCE 2018-2-5 transfer Bunker Hill Lot 20 to CIC
for economic development. Motion by Larger. Second by Kuck. Five
ayes.

Vote of approval for WORA sale to Sunrise. Motion by Kronenberger.
Second by Burnell. Five ayes.

Planning commission has also approved the sale to Sunrise.
First Reading ORDINANCE 2018-2-7 Transfer from income tax fund
$125,000 to Parks Fund and $50,000 to Pool Fund. Motion by
Kronenberger. Second by Kuck. Five ayes.

Vote of approval to pay $2,233.50 to Auglaize County Office of
Homeland Security and Emergency Management for 2018 per capital
assessment. Motion by Larger. Second by Burnell. Five ayes.

Jerry McClannan from Mote & Associates presented a drawing of
proposed sledding hill at Bremenfest Park. Dirt for the hill would
come from the Front Eastmoor Drive reconstruction. Jerry will
prepare cost estimate for next meeting.

Second Reading ORDINANCE 2018-1-3 Income tax mandatory filing.
Motion by Burnell. Second by Larger. Five ayes.

Second Reading ORDINANCE 2018-1-4 ammend payroll ordinance for
pool manager pay range of $11.40-$15.00 per hour. The fireman
base rate will be minimum wage. Motion by Larger. Second by Kuck.
Five ayes.

Third Reading ORDINANCE 2018-1-02 Revoking current employee
handbook and adopting revised employee handbook. Motion to table
by Kuck. Second by Larger. Five ayes.

Larger made a motion to adjourn at 7:50 p.m. Second by
Kronenberger. Five ayes.
