February 25, 2019

Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Larger, Burnell, Kuck, Parker, Richter and Kronenberger.  Also present were Mayor Pape, Solicitor This, Fiscal Officer Speelman and Village Administrator Dicke and Chief of Police Skinner.

Visitors were Jerry McClannan from Mote and Associates, Jenna Gilbert representing The Evening Leader, Sandy Schwieterman representing Sidney Daily News and Tom Stankard representing The Daily Standard.

Minutes from the February 11 meeting were approved.  Motion by Parker.  Second by Richter.   Six ayes.

Larger made a motion to approve total expenditures for February in the amount of $876,995.14 and total receipts for January were $1,028,028.85 and noted Finance committee reviewed bank reconciliations for January.  Second by Kuck.  Six ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

  • Thanks to village employees for a great job with snow removal on the streets this winter season.

Village Administrator Dicke gave the following report:

  • Continue to move forward with projects.

The Village portion of the Woehrmeyer Ditch Petition is $4,000.  Woehrmeyer Ditch is located near YMCA and Rindler Automotive.

First Reading Resolution 2019-1-2 Woehrmeyer Ditch Petition not to exceed $4,000.  Motion by Kuck.  Second by Larger.  Six ayes.

The engineering cost of a substation could be over $400,000.  The location of the substation has not been established.  Discussed if the engineering cost need to go out for bid.  Solicitor This will review Ohio Revised Code.

First Reading Ordinance 2019-2-6  Engineering for Electric Substation with GPD Associaties.  Motion by Burnell.  Second by Parker.  Six ayes.

Discussed Front Eastmoor Drive Street Reconstruction project.  There is $44,702.68 remaining in appropriations.  Remaining balance due to Shinn Brothers is $63,408.22.  Permissive Tax Fund has a balance of $76,099.85 and can be used for street improvements.  Transfer $18,705.54 from Permissive Tax Fund to Front Eastmoor Drive Street Construction project.

Kronenberger made motion to suspend the rule.  Second by Larger.  Six ayes.     ORDINANCE 2019-2-5 transfer from Permissive Tax Fund to Front Eastmoor Drive Street Reconstruction project $18,705.54.  Motion by Parker.  Second by Kuck.  Six ayes.

Second Reading Ordinance 2019-2-3 to send 2 mills request to Auglaize County Auditor for Ambulance and EMS Levy.  Motion by Kronenberger.  Second by Burnell.  Five ayes.  Parker abstained.

Second Reading Ordinance 2019-2-4  Golf carts and under speed vehicles on village streets.  Motion by Richter.  Second by Parker.  Six ayes.

Third Reading Resolution 2019-1-1  Name the sledding hill in Bremenfest Park White Mountain.  Motion by Parker.  Second by Richter.  Six ayes.

Third Reading Ordinance 2019-1-2  Conditional use for office space at 112 N Main St.  Motion by Kronenberger.  Second by Larger.  Six ayes.

Second Reading Ordinance 2019-1-1  Amending annual pay of Fire Chief to $6,000 and Assistant Fire Chief to $2,000.  Motion by Kronenberger to table until pay increase is discussed with German Township.  Second by Larger.  Motion tabled.

Larger made a motion to adjourn at 6:46 p.m.  Second by Kronenberger.  Six ayes.
