Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Larger, Kuck, Parker and Kronenberger.
Burnell and Richter were excused with a motion by Parker. Second by
Larger. Also present were Mayor Pape, Solicitor This, Village
Administrator Dicke, Chief of Police Skinner and Fiscal Officer
Speelman.

Visitors were Allan Heitbrink from Choice One, Jerry McClannan from
Mote & Associates, Jeff Elking representing The Daily Standard and
Matt Krieg.

Minutes from the February 12 meeting were approved. Motion by
Larger. Second by Kuck. Three ayes. Parker abstained.

Larger made a motion to approve total expenditures for February in
the amount of $1,316,060.20 and total receipts for January were
$1,125,556.93. Also noted Finance committee reviewed bank
reconciliations for January. Second by Kronenberger. Four ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

Vectren is asking the Public Utilities Commission of Ohio to
increase their rates. The process could take several months to
one year.

Village Administrator Dicke gave the following report:
Electric, water and sewer studies are progressing.

Discussed rescinding Ordinance 2013-8-21 which states Village
Administrator approval limit is $25,000 and change to follow Ohio
Revised Code approval limit currently at $50,000.

First Reading ORDINANCE 2018-2-8 Follow Ohio Revised Code for
Village Administrators approval limit, currently $50,000. Motion by
Parker. Second by Kuck. Four ayes.

At the February 12 meeting approval was given to increase family
pool pass from $90 to $100. Ordinance 2002-4-16 will need to be
amended.

First Reading ORDINANCE 2018-2-9 Increase family pool pass from
$90 to $100. Motion by Kuck. Second by Kronenberger. Four ayes.
Second Reading ORDINANCE 2018-2-6 House Bill 49 pertaining to
municipal income tax. Motion by Larger. Second by Parker. Four
ayes.

Second Reading ORDINANCE 2018-2-5 transfer Bunker Hill Lot 20 to
CIC for economic development. Motion by Larger. Second by
Kronenberger. Four ayes.

Third Reading ORDINANCE 2018-1-3 Income tax mandatory filing.
Motion by Parker. Second by Burnell. Four ayes.

Third Reading ORDINANCE 2018-1-4 ammend payroll ordinance for
pool manager pay range of $11.40-$15.00 per hour. The fireman
base rate will be minimum wage. Motion by Kronenberger. Second
by Larger. Four ayes.

Remained Tabled – Third Reading ORDINANCE 2018-1-02 Revoking
current employee handbook and adopting revised employee
handbook.

Larger made a motion to enter executive session at 6:56 p.m. to
discuss personnel. Second by Kronenberger. Came out of executive
session at 8:00 p.m. with no action.

Second Reading ORDINANCE 2018-2-7 Transfer from income tax fund
$125,000 to Parks Fund and $50,000 to Pool Fund. Motion by Larger.
Second by Parker. Four ayes.

Larger made a motion to adjourn at 8:04 p.m. Second by
Kronenberger. Four ayes.
