January 10, 2022

Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Burnell, Larger, Lomakin,  Wuebker, Condon and Elshoff.  Also, present were Mayor Parker, Solicitor This, Fiscal Officer Speelman, Village Administrator Richter and Chief Skinner.

Visitors attending were Corey Maxwell from The Evening Leader, Erin Gardner from Daily Standard and Jerry McClannan from Mote & Associates.

Minutes from the December 29, 2021 regular meeting were approved.  Motion by Wuebker.  Second by Larger.  Three ayes.  Lomakin, Elshoff and Condon abstained.  Parker aye, to confirm majority.

Mayor Parker’s Report:

  • Welcome to new council members Tess Elshoff and Dan Condon.

Village Administrator Richter Report:

  • Water well pump testing – all wells should be cleaned. Wells 2, 9 and 10 should be cleaned as first priority in 2022.
  • South Water Tower leak – tried 2 different solutions, resulting no change. Looking at next steps.
  • Preliminary sludge removal plan received. Meeting with EPA on 1/18/2022.
  • Jefferson St Reconstruction – Bid opening Jan 12, 2022.

Burnell recommended Larger to serve another year as council president.  Second by Wuebker.  Six ayes.

Reviewed RCAP rate study recommendations for increase in water and waste water rates.  Discussed implementing the suggested annual rate increase or a large one time increase.  The total cost of waste water plant improvements is still unknow.  Will begin with RCAP’s recommended increase in 2022 for water and waste water but will evaluate again once costs are known for waste water plant improvements.

In 2006 an annexation agreement for Faith Alliance Church was passed by German Township and by Board of Commissioners.  The filing of the annexation was not completed.

Third Reading Ordinance 2021-12-30  2022 Wage increase of 3% effective January 17, 2022.  Motion by Burnell.  Second by Wuebker.  Six ayes.

Lomakin updated council on signage at the Lockkeepers House.  Reviewed sign options with New Bremen Historical Society and Miami Erie Corridor Association.  Will report back once all have had an opportunity to review.

Larger made a motion at 6:55 p.m. to enter executive session to discuss property.  Second by Condon.  Came out at 7:35 with no action.

Larger made a motion to adjourn at 7:35p.m.  Second by Lomakin.   Six ayes.
