January 14, 2019

Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Larger, Burnell, Kuck, Parker, Richter and Kronenberger.  Also present were Mayor Pape, Solicitor This, Fiscal Officer Speelman and Village Administrator Dicke and Chief of Police Skinner.

Visitors were Jerry McClannan from Mote and Associates, Jenna Gilbert representing The Evening Leader, Sandy Schwieterman representing Sidney Daily News and Jeff Elking representing The Daily Standard. 

Minutes from the December 17 meeting were approved.  Motion by Larger.  Second by Richter.   Six ayes. 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Sledding hill in Bremenfest Park was a great success over the weekend for kids and adults.
  • Southwestern Auglaize County Chamber of Commerce State of the Village will be January 31 at 7:30 a.m.
  • Mayor is still working on an option that will allow council to vote on a laptop.
  • Fines, fees and forfeitures for December were $1,450.

Parker was approached about naming the sledding hill in Bremenfest Park. 

First Reading Resolution 2019-1-1  Name the sledding hill in Bremenfest Park White Mountain.  Motion by Burnell.  Second by Parker.  Six ayes.

Village Administrator Dicke gave the following report:

  • Reminders during snow season.  Move cars off the street.  Allows crews to remove snow safely and efficiently.  Do not blow snow into the street or put snow in front of the catch basin.
  • Increase in water and sewer rates goes into effect with the meter reads on January 15.
  • Update on Miami Erie Fitness Trail, Parks Department and Economic Development working on a design to submit for grant.

Discussed Election of Council President for 2019.

Vote of approval naming Don Kuck Council President for 2019.  Motion by Burnell.  Second by Parker.  Six ayes.

Mayor Pape announced Committees and Committee Chairpersons would remain the same for 2019.  Committees will only meet at 6pm before council meetings on an as needed basis.  Finance committee will continue meeting at 5:30 p.m. before the second meeting of the month.

Second Reading Ordinance 2018-12-36  Amend parking ordinance to prohibit parking on a portion of Plum Street.  From the north curb line from Crown Equipment’s driveway east 20 feet and on the south curb line from Crown’s driveway east to the corner of Franklin Street.  This would eliminate 3 to 4 parking spots.  Motion by Parker.  Second by Kuck.  Six ayes.

Third Reading Resolution 2018-12-8  Accept 2019 salt bid from Artesian of Pioneer for Water Treatment Plant.  Motion by Richter.  Second by Larger.  Six ayes.

Third Reading Ordinance 2018-12-34  Safeway Packing CRA – 10% tax abatement for 3 years.  Motion by Larger.  Second by Parker.  Six ayes.

Third Reading Ordinance 2018-12-35  Conditional use of property in the village at 314 E Plum St and 28 S Herman St.  Motion by Kuck.  Second by Kronenberger.  Six ayes.

Third Reading Resolution 2018-12-9  Thomas Guillozet magistrate for 2019.  Tabled.  Mayor Pape will confirm agreement with Thomas Guillozet.

Larger made a motion at 7:00 p.m. to enter executive session to discuss personnel.  Second by Kuck.  Skinner, Dicke and Speelman were excused from executive session at 7:07 p.m. Came out of executive session at 7:36 p.m. with the following action.

Annual wage adjustment for 2019.  Full Time employees will receive $2,000 or 3% of base salary (hourly rate before license incentive), whichever is higher.  Part Time employees (excludes seasonal employees) will receive $1,000.  Will be made in two equal payments.  First payment will be pay period ending 3/3/19.   Second payment will be pay period ending 9/1/19.  Must be employed by the Village on 3/3/19 and 9/1/19 to receive payment.

In 2019 Performance Evaluations will be developed and will be used in 2020 Annual wage adjustment.

Third Reading Ordinance 2018-12-33 Annual wage adjustment of lump sum payments to employees split into two equal payments.  Motion by Larger.  Second by Kuck.  Six ayes.

Discussed annual pay of Fire Chief and Assistant Fire Chief.  Due to job performance and to stay competitive with area villages, Fire Chief annual salary will increase from $3,000 to $6,000 and Assistant Fire Chief from $1,500 to $2,000.

First Reading Ordinance 2019-1-1  Amending annual pay of Fire Chief to $6,000 and Assistant Fire Chief to $2,000.  Motion by Kronenberger.  Second by Burnell.  Six ayes.

Larger made a motion to adjourn at 7:43 p.m.  Second by Parker.  Six ayes.
