Roll call showed the following members present for the meeting on this date at 6:30 p.m. at EMS Garage Bay Burnell, Larger, Kuck, Kronenberger, Richter and Lomakin.  Also, present were Mayor Parker, Solicitor This, Chief Skinner, Fiscal Officer Speelman and Village Administrator Dicke.

Visitors attending were Wayne Gruebmeyer, Angela Hamberg, Kimberly Prueter, Stephanie Alig, Alana Speelman, Larry Speelmlan, Corey Maxwell from The Evening Leading, Jeff Elking from The Daily Standard and Jerry McClannan from Mote & Associates.

Minutes from the June 22, 2020 regular meeting were approved.  Motion by Larger.  Second by Richter.  Six ayes.

Mayor Parker’s Report:

  • Fines and Fees for June will be reported at July 27 meeting.

Village Administrator Dicke Report:

  • Employees are removing bagworms from the evergreens near the swimming pool.
  • N Franklin and Ash St – project is complete.
  • Poles for the traffic signal upgrade will arrive in August and will be stored until contractor is ready.
  • The SR 274 Turn Lane project requires the acquisition of land from 3 property owners. This process was started in late June and will take approximately 6 weeks.

First Reading Resolution 2020-07-06  Appropriate real property on State Route 274 for a perpetual and temporary easement for performing the work necessary to perform grading for the State Route 274 Turn Lane Improvements.  Motion by Kronenberger.  Second by Kuck.  Six ayes.

Angela Hamberg, representing New Bremen CIC, requested council to amend current CRA agreement with Brookside Laboratories, Inc. to include the intended $2 million expansion of the facility to include warehouse and office space as well as hire of 10 additional employees.

First Reading Ordinance 2020-07-11 CRA Agreement with Brookside Laboratories.  Motion by Burnell.  Second by Larger.  Six ayes.

Lomakin gave an update on Parks Department.  The Parks Committee continues to discuss the needs of the Parks.  They have contacted located communities to discuss their parks staffing.  The Parks Advisory Board will meet Thursday.  Parks Committee will meet on Monday, July 20 to discuss a job description.  Residents with comments or concerns on any village operations should bring them to the village staff responsible for that particular area, Village Administrator and ultimately to Council.  Council’s role is broadly policy and legislative.

Richter made a motion to table Third Reading Ordinance 2020-06-11  Purchase of Controls for Water and Waste Water Treatment Plants.  Second by Lomakin.  Six ayes.  Ordinance 2020-06-11 tabled.

Members of council would like to take time to visit a nearby plant to see the system in operation.

Second Reading Resolution 2020-06-04  Coronvirus Relief Fund HB 481.  Motion by Larger.  Second by Lomakin.  Six ayes.

Second Reading Resolution 2020-06-03  Accepting funds designated to the Village of New Bremen Police Department and authorizing funds to be designated to the New Bremen Foundation as a proper public purpose to maintain funds for the Village of New Bremen Police Department to the executed Community Fund Agreement.  Motion by Richter.  Second by Kronenberger.  Six ayes

Larger made a motion at 7:05 p.m. to enter executive session to discuss personnel and property.  Second by Kronenberger. Six ayes.  Came out of executive session at 8:40 p.m. with no action
