June 27, 2022

Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Condon, Lomakin, Wuebker and Elshoff.  Larger and Burnell were excused with a motion by Lomakin.  Second by Wuebker.  Also, present were Solicitor This, Mayor Parker, Chief Skinner and Village Administrator Richter.  Fiscal Officer Speelman was absent.

Visitors attending were Corey Maxwell from Evening Leader and Erin Gardner from Daily Standard.

Minutes from the June 15, 2022 special meeting were approved.  Motion by Lomakin.  Second by Elshoff.  Four ayes.

Minutes from June 13, 2022 will be approved at July 11 meeting.

Condon reported total expenditures for June in the amount of $2,806,715.38 and total receipts for May were $1,271,716.23.  Expenses were up due to final payment on Bike Path and Crosswalk project, Jefferson St Reconstruction, paid off Komminsk Land loan and 2021 income tax refunds.  Motion by Elshoff.  Second by Wuebker.  Four ayes.

  • No report

Village Administrator Richter Report:

  • Drainage tile collapsed at Kettler Rd and SR 274 in the Right-Of-Way causing sink holes on Kettler Rd. The village completed the repair and will be paved with the Jefferson St project.
  • Paving and striping competed at Library Parking lot, Front St. next to Library, Lock One Parking lot, in front of the Fire Department and Bremenfest Park entrance.
  • Jaycee Park received additional playground equipment from ODNR grant funds. Climb the ladder and agility pods were installed.
  • ODOT SR 274 closure with Detour – Scheduled to start June 27th. Planned for 60 days.

The Highland Addition, Lots 19 and 20 have an alley running east and west, 14 feet in width through the property.  Homeowners at 605 Franklin St have been notified of the alley vacation.

Vacate an alley running north and south and running north from Pearl St and running north to the south line of Kuenning Property Lots 12, 13 and 14 at 406 Main St.  Homeowners have been notified of the alley vacation.

Discussed proposal to purchase a new Caterpillar wheel loader for $127,500.  Includes trading in a 2012 John Deere backhoe.  Wheel loader is more versatile, currently have two backhoes.  Estimated arrival is Feb 2023.  Budgeted $140,000.

First Reading Resolution 2022-06-06 Purchase Caterpillar Model 910 Compact Wheel Loader

To provide for prudent management of all public funds and grow assets of the village.  Currently, village funds are held at local banks,  Funds not currently needed for daily transactions is held at Star Ohio.

Second Reading Ordinance 2022-06-16 Establish Investment Policy

Sunshine Law training is needed by elected officials during each term.  There is an option to appoint a designee for the training.  Village Fiscal Officer will be designee for public records and sunshine law training.

Second Reading Ordinance 2022-06-17 Designate Village Fiscal Officer as Pubic Records and Sunshine Law training designee for mayor and village council.

The leaf machine tank radiator transmission cooler broke internally transferring water to the transmission.  Discussed purchasing refurbished 2004 Freightliner dual steer chassis with 63,050 miles for $121,000 with no warranty.  2021 Freightliner dual steer chassis with 5,670 miles for $195,000.  Price includes $15,000 for trade-in.  Budgeted $170,000 for the purchase.

Second Reading Resolution 2022-06-05 Purchase Xtreme Vac Freightliner M2-106 Dual Chassis Leaf Truck for $195,000.

The Village’s property, vehicle and equipment insurance renews on July 1.  Stolly Insurance received renewal of $70,413 for 2022, 2021 was $68,580.  Added additional coverage from property in the open which includes electric poles, street light and traffic lights.

Third Reading Resolution 2022-05-04  Annual Property, Vehicle and Equipment Insurance renewal.  Motion by Lomakin.  Second by Elshoff.  Four ayes.

Lomakin made a motion to enter executive session for property and personnel at 6:50 p.m.  Second by Wuebker.  Skinner  was excused.  Came out of executive session at 7:50 p.m. with no action.
