Roll call showed the following members present for the meeting on this date at 6:30 p.m. Burnell, Parker, Schwartz, Richter and Kronenberger. Kuck was excused with a motion by Burnell. Second by Parker. Five ayes. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner and Fiscal Officer Gast.

Visitors were Jerry McClannan, Amy Speelman, Nathan Metz, Steve Grumelot, Steve Scott, Mike Hibner, Chris Grumelot, Steve Koenig and Jeff Elking representing The Daily Standard.

Minutes from the February 27 meeting were approved with a motion by Burnell. Second by Richter. Five ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

Reported fines, fees and forfeitures for Feb. in the amount of $778.00.
Discussed Councilor Burnell’s granddaughter Lilli being on the TV show Little Big Shots.
Formed a group of legislative officials that will report to Sen. Huffman their concerns about state income tax collections, Local Government Funds, cell tower etc.
Village Administrator Dicke updated Council on various projects within the Village. She also announced the radar detection on two traffic signals at Monroe & Washington and Monroe and Main have been installed and the next step is the design upgrade.

Nate Metz and a group of residents asked Council to approve a disc golf course at Bremenfest Park. Metz estimated the initial cost to set up the nine-hole course with poles, baskets, tee boxes and signs to be less than $8000. The cost does not include labor. Council requested Metz mark the proposed layout so they can review before going forward.

Second reading ORDINANCE 2017-1-2 amending Electric Ordinance 2002-12-43 and authorizing a $65.00 fixed rate per month for an E meter. The E meter has a phone jack that allows the customer to access the data. Council also will review utility deposits. The ordinance remained tabled.

Third reading Resolution 2017-2-7 accepting the OPWC grant for the 2017 Street Resurfacing Program in the amount of $248,000. The local share for the Village is $186,317. Motion by Parker. Second by Schwartz. Five ayes.

Third reading RESOLUTION 2017-2-5 authorizing the Village Administrator to notify AMP to apply the Village’s share of the Bechtel Settlement to the stranded cost liability. The settlement is $36,655.75. Motion by Schwartz. Second by Richter. Five ayes.

Richter made a motion to suspend the rule. Second by Schwartz. Five ayes. Second and third readings RESOLUTION 2017-2-8 authorizing Change Order #3 for the Public Works Building Project in the amount of $9,127.19 for general construction. The total cost of the project is $2,259,501.40. Motion by Richter. Second by Schwartz. All ayes.

Richter made a motion to suspend the rule. Second by Kronenberger. Five ayes. ORDINANCE 2017-3-5 accepting the retirement of Fiscal Officer Diane Gast effective March 19, 2017. Gast has 25 years of service as Fiscal Officer. Motion by Parker. Second by Richter. Five ayes.

Parker made a motion to suspend the rule. Second by Schwartz. Five ayes. ORDINANCE 2017-3-6 appointing Assistant Fiscal Officer Amy Speelman as Fiscal Officer effective March 20, 2017. Motion by Richter. Second by Burnell. Five ayes.

Parker made a motion to suspend the rule. Second by Kronenberger. Five ayes. RESOLUTION 2017-3-9 authorizing Diane Gast as consultant to the Fiscal Officer position as needed by the Village ending Dec. 31, 2017. The cost will be $30.70 per hour. Motion by Richter. Second by Parker. Five ayes.

First reading ORDINANCE 2017-3-7 creating a Capital Outlay Policy. Village Administrator Dicke asked Solicitor Smith to review the sample policies and discuss the options at the next meeting. Motion by Richter. Second by Parker. Five ayes.
