May 22, 2017

Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Burnell, Schwartz, Parker, Kuck and
Kronenberger. Richter was excused with a motion by Parker. Second
by Schwartz. Five ayes. Also present were Mayor Pape, Solicitor
Smith, Chief of Police Skinner and Fiscal Officer Speelman.

Visitors were Jerry McClannan, Dan Voress, Lee Kuenning and Jeff
Elking representing The Daily Standard.

Minutes from the May 8 meeting were approved with a motion by
Parker. Second by Kronenberger. Five ayes.

Schwartz made a motion to approve total expenditures for the May in
the amount of $1,309,495.02. Second by Kronenberger. Five ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

Join us on June 11 at 1pm to thank Dianne Komminsk for her
contributions to the Komminsk Legacy Park.
Will be holding open house at the Electric Building and Public
Works Building on June 25 from 1-3pm.
Mayor Pape is a member of the WORA Board

Village Administrator Dicke gave the following report:

Bids are out for the 2017 OPWC Resurfacing Project. Bids will
be open on June 1.
Bids went out for spare transformers on May 17.
The splash pad is now open. Swimming pool will open May 29.
Update on Police/EMS Building – basement is started and
foundation could start later this week.
NKTelco ask to lease land space near the water tower to place
a communications hut.
Gave update on Front and Eastmoor Drive sidewalk and
assessments. Driveway approaches will be paid by the
residents. Project will go out for bids in November or
December with work to begin in spring of 2018.

New Bremen German Township Volunteer Fire Department will have 4
new members joining the department.

First reading ORDINANCE 2017-5-24 Lease agreement with NKTelco
for land space near the water tower. Motion by Kuck. Second by
Parker. Five ayes.

Kronenberger made motion to suspend the rule. Second by Schwartz.
Five ayes. Declaring emergency Ordinance 2017-5-13 appointing Lee
Kuenning as Assistant Fire Chief to New Bremen German Township
Volunteer Fire Department effective June 1, 2017. Ron Wente retiring
June 30, 2017. Motion by Kronenberger. Second by Burnell. Five
ayes.

Parker made motion to suspend the rule. Second by Kuck. Five ayes.
Declaring emergency Resolution 2017-5-23 extending Medical
marijuana moratorium to July 31, 2017. Motion by Burnell. Second
by Parker. Five ayes.

First reading ORDINANCE 2017-5-14 Proceed with South Eastmoor
Drive and East Front St sidewalk, gutter and driveway approaches.
Motion for Kuck. Second by Schwartz. Five ayes.

Council voted to approve for Village Administrator to use Pavement
Technology to apply reclamite on S Walnut and Komminsk Drive. Five
ayes.

Second reading RESOLUTION 2017-5-20 to engineer the
infrastructure for possible housing development at current
Elementary/Middle School. Motion by Parker. Second by Schwartz.
Five ayes.

Third reading ORDINANCE 2017-4-10 to rezone certain lots between
Water Street and Main Street from R2 to C3. Motion by
Kronenberger. Second by Burnell. Five ayes.

Third reading ORDINANCE 2017-3-7 Capital Outlay Policy. Motion by
Parker. Second by Kronenberger. Five ayes.

Kuck made motion to suspend the rule. Second by Kronenberger.
Four ayes. Parker abstained. Declaring emergency Resolution 2017-
5-19 New Bremen Emergency Squad authorizing payments of $75,000
on June 1, 2017 and October 1, 2017 for a total of $150,000. Motion
by Kronenberger. Second by Burnell. Four ayes. Parker abstained.
Diane Homan will begin June 5 as full time utility clerk.

Schwartz made a motion to adjourn at 7:38 p.m. Second by Burnell.
