May 8, 2017

Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Burnell, Parker, Richter, Kuck, Schwartz and
Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief
of Police Skinner and Fiscal Officer Speelman.

Visitor was Jeff Elking representing The Daily Standard.
Minutes from the April 24, 2017 meeting were approved with a motion
by Richter. Second by Parker. Six ayes.

Schwartz reported that the Finance committee is considering paying
down debt at AMP or Minster Bank.

Mayor Pape made the following announcements in his Mayor’s Report:

Thank You to the voters for passing the school levy on May 2.
Looking forward to new opportunities in housing developments.
Fines Fees and Forfeitures for April were $2,568
There is a schedule of when the village will be displaying flags
for Veterans, Athletic Boosters, Bremenfest, Village Flag and
American Flag.

Village Administrator Dicke gave the following report:

Encouraged council for sign up for email and newsletters from
AMP and Ohio Municipal League
Received call for a lobby lawyer regarding medical marijuana
Front and Eastmoor Drive Assessment Estimates were mailed
to residents. Meeting date with residents effected is May 18.
Resurface plans are being finalized
Strategic Planning Group is now planning how to put plans into
action
Pep renewal is July 1
Police / EMS building construction has begun
Did not receive GIS grant

Discussed what to do with the dirt from the construction of the
Police/EMS Building. Dirt will be placed in the waste area. Village
Administrator will engineer the design of a sledding hill. Motion by
Schwartz. Second by Kuck. Six ayes.

The rubber mat flooring at the swimming pool will be removed.
Minster Concrete Coatings will be installing a poxy floor at a cost of
$9,500. Motion by Richter. Second by Parker. Six ayes.

With the recent passing of the New Bremen School levy, the current
site was discussed to be a possible future housing development. The
infrastructure needs to be in place.

First reading RESOLUTION 2017-5-20 to engineer the infrastructure
for possible housing development at current Elementary/Middle
School. Motion by Parker. Second by Richter. Six ayes.

Second reading ORDINANCE 2017-4-10 to rezone certain lots between
Water Street and Main Street from R2 to C3. Motion by Richter.
Second by Burnell. Six ayes.

Parker made motion to suspend the rule. Second by Burnell. Six
ayes. ORDINANCE 2017-4-11 transfer from Income Tax to General
Fund $625,000, Street Department $175,000, Pool $50,000 and
$10,000 Lockkeepers House for a total of $860,000. Motion by
Schwartz. Second by Parker. Six ayes.

Second reading ORDINANCE 2017-3-7 Capital Outlay Policy. Motion
by Kuck. Second by Richter. Six ayes.

Third reading RESOLUTION 2017-4-14 to authorize Payment to New
Bremen Emergency Squad in the amount of $15,000. Motion by
Richter. Second by Kronenberger. Five ayes. Parker abstained.
Third reading RESOLUTION 2017-4-15 authorizing donation of $7,300
to New Bremen Swim and Dive Team. Motion by Kuck. Second by
Richter. Six ayes.

First reading RESOLUTION 2017-5-19 Emergency Medical TechnicianParamedic
Services with The New Bremen Emergency Squad, Inc.

For a period beginning June 1, 2017 – May 31, 2018 with annual
payment of $150,000. Contract will be paid $50,000 by June 1, 2017,
September 1, 2017 and December 1, 2017. Motion by Kronenberger.
Second by Burnell. Five ayes. Parker abstained.

Richter made motion to suspend the rule. Second by Schwartz. Six
ayes. RESOLUTION 2017-5-21 authorize Village Administrator to seek
bids for 2017 OPWC Resurfacing project. Motion by Richter. Second
by Burnell. Six ayes.

Kuck made motion to suspend the rule. Second by Parker. Six ayes.
RESOLUTION 2017-5-22 to advertise bids for two spare transformers,
2500 and 1500 KVA cooper padmount transformers. Motion by
Burnell. Second by Schwartz. Six ayes.

Schwartz made motion to enter Executive Session at 7:48 p.m.
Second by Burnell. Council came out of Executive Session at 8:29
p.m.

Kuck made motion to suspend the rule. Second by Burnell. Six ayes.
ORDINANCE 2017-5-12 to ammend payroll ordinance. Eliminate
Office Worker I and Assistant Utility Clerk position and rename to
Utility Clerk using the pay scale of Assistant Utility Clerk. Motion by
Schwartz. Second by Parker. Six ayes.
