November 14, 2022

Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Condon, Larger, Wuebker, Burnell, Lomakin and Elshoff.  Also, present were Mayor Parker, Fiscal Officer Speelman, Chief Skinner, Solicitor This and Village Administrator Richter.

Visitors attending were Erin Gardner from Daily Standard, Sandy Schwieterman from Sidney Daily News and Jerry McClannan from Mote and Associates.

Minutes from the October 24, 2022 regular meeting were approved.  Motion by Larger.  Second by Wuebker.  Six ayes.

Mayor Parker’s Report:

  • Annual Tree Lighting will be Monday, November 28 at 6:30. Council meeting will follow after tree lighting at 7pm.

Village Administrator Richter Report:

  • Hehr Farm well #9 and #10 scheduled for cleaning the first 2 weeks of December.
  • Synagro has delivered equipment and scheduled to begin November 14.
  • State Route 274 Curb and gutter project will advertise Nov 1 & 8. Bid Opening November 22 at 11:00am.

First Reading Ordinance 2022-11-30 Authorize sale of personal property on GovDeals.com for 2023.

Water plant salt bid opening was November 8.  Artesian of Pioneer bid $145/ton.  A 3.57% increase over current price of $140/ton.  Morton Salt submitted a no bid.

First Reading Resolution 2022-11-13 Accept salt bid from Artesian of Pioneer for $145/ton.

Water Softener resin bead opening was November 8.  Two bids were received.  Artesian of Pioneer for $193,500 and Clear Solutions from Newark, Ohio for $175,000.  In the process of reviewing bids and checking references to determine best bid.

First Reading Resolution 2022-11-14 Award Softener Resin.

Current magistrate contract with Thomas Guillozet expires on 12/31/2022.  Guillozet has agreed to serve as Mayor’s Court Magistrate for a two year contract.

Second Reading Resolution 2022-10-12 Thomas Guillozet Mayors Court Magistrate contract calendar years 2023 and 2024.

Establishing internal controls, policies and procedures for bulk fuel inventory and procedures.  The policy documents the current process within the village with the addition of requiring employees to enter odometer readings and  PIN with each refuel.

Second Reading Ordinance 2022-10-28 Establish Village of New Bremen Fuel Policy.

The fire department has seen an increase in the number of runs this year and have been longer in time.  Estimating an additional $15,000 to cover wages and benefits for the year.  Requesting to increase the transfer from income tax fund to general fund for fire department wages in the amount of $15,000. 2022 total appropriations of $24,894,158.07.

Second Reading Ordinance 2022-10-29 Amend 2022 appropriations.

Village of New Bremen owns parcel C10-021-071-00 on Cherry St.  Parcel is not needed for municipal purposes and village wishes to transfer to New Bremen Community Improvement Corp.

Third Reading Ordinance 2022-10-27 Transfer from Village to Community Improvement Corp Parcel C10-021-071-00.  Motion by Wuebker.  Second by Burnell.  Six ayes.

Larger made a motion to enter executive session for personnel compensation at 6:42 p.m.  Second by Elshoff.  Came out of executive session at 7:40 p.m. with no action.
