November 25, 2019

Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Burnell, Richter, Parker, Larger and Kronenberger.  Kuck was excused with motion by Parker.  Second by Richter.  Also, present were Mayor Pape, Solicitor This, Chief Skinner, Fiscal Officer Speelman and Village Administrator Dicke.

Visitors were Jenna Gilbert representing The Evening Leader, Jeff Elking representing The Daily Standard, Jerry McClannan from Mote and Associates, Kathy Trejo, Tess Elshoff and Jessica Lomakin.

Minutes from the November 11 meeting were approved.  Motion by Parker.  Second by Richter.  Five ayes.

Larger made a motion to approve total expenditures for November in the amount of $990,849.35 and total receipts for October were $1,197,199.60 and notes Finance committee reviewed bank reconciliations for October.  Second by Kronenberger.  Five ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

  • Congratulations to the Football Team on their tournament run!
  • Tree Lighting will be December 2 at 6:30pm.

Village Administrator Dicke gave the following report:

  • Will be having preconstruction meetings for Franklin Ash St Reconstruction Project and Traffic signal upgrades.
  • Materials for the aerator upgrades at the wastewater plant are being delivered.
  • Working to install geese deterrents purchased from Away with Geese.
  • Yard waste facility is being cleaned up. Reminder to residents that NO dirt should be dumped at yard waste facility.  Please remove dirt from the items you are bringing to the yard waste facility.
  • Village has vehicles and excess equipment for sale on GovDeals. Auction ends December 2.
  • Booking for the 2020 Summer Concert Series and food trucks.

Discussed the Auglaize County Natural Hazard Mitigation Plan.  County is requesting a signed resolution by early December.

Burnell made a motion to suspend the rule.  Second by Larger.  Five ayes.  Declaring Emergency Resolution 2019-11-11 Adopt Auglaize County Natural Hazard Mitigation Plan.  Motion by Parker.  Second by Richter.  Five ayes.

Discussed renewing the pool management agreement with Auglaize Mercer County Family YMCA.  The partnership went well during the pool season.  The YMCA management fee in 2019 was $12,500, 2020 fee will be $13,000.

First Reading Resolution 2019-11-12 Management Agreement between Village of New Bremen and YMCA of Greater Dayton.  Motion by Burnell.  Second by Kronenberger.  Five ayes.

Reviewed salt bid for the water plant.  Artesian was the sole bidder at rate of $134.25 / ton.

First Reading Resolution 2019-11-13  Accept salt bid from Artesian at a rate of $134.25 per ton.  Motion by Parker.  Second by Richter.  Five ayes.

Discussed employee pay adjustments for 2020 (COLA).  Village Administrator Dicke reached out to local administrators, COLA’s are in the range of 1.5% to 3%.

First Reading Ordinance 2019-11-31  2020 COLA of 1.5%.  Motion by Burnell.  Second by Larger.  Five ayes.

Discussed accepting AMP’s training agreement for safety training. Includes employee monthly training sessions.

First Reading Ordinance 2019-11-32  AMP Master Services Agreement for Participation in Safety and Training Programs with AMP.  Motion by Larger.  Second by Larger.  Five ayes.

Second Reading Ordinance 2019-11-26 Annex .1 acres of land in German Township.  Motion by Kronenberger.  Second by Burnell.  Five ayes.

Second Reading Ordinance 2019-11-28 Appropriations for 2020.    Motion by Larger.  Second by Burnell.  Five ayes.

Second Reading Ordinance 2019-11-31 Jason This, Solicitor contract for 2020 and 2021 at an annual cost of $15,000.  Motion by Parker.  Second by Burnell.  Five ayes.

Kronenberger made a motion at 6:58 p.m. to enter executive session to discuss personnel.  Second by Larger.  Came out of executive session at 7:08 p.m. with no action.

Larger made a motion to adjourn at 7:09 p.m.  Second by Larger.   ayes.
