November 28, 2017

Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Burnell, Parker, Larger, Kuck, Richter and
Kronenberger. Also present were Mayor Pape, Solicitor Smith, Village
Administrator Dicke, Chief of Police Skinner and Fiscal Officer
Speelman.

Visitors were Jerry McClannan from Mote & Associates, Jeff Elking
representing The Daily Standard, and Angie Klosterman representing
The Evening Leader.

Minutes from the November 13 meeting were approved. Motion by
Parker. Second by Richter. Six ayes.

Larger made a motion to approve total expenditures for November in
the amount of $1,148,890.28 and noted Finance committee reviewed
receipts for the month of October and bank reconciliations for
October. Second by Kronenberger. Six ayes.

Mayor Pape made the following announcements in his Mayor’s Report:

Mayor and Chris received a letter from AMP requesting a call to
our legislators regarding revisions to tax bill that would remove
a 35% tax incentive on investments in capital projects, BABS
(Build America Bonds). Mayor decided a call to the legislators
was not necessary.
Thanks to all who put up the Christmas lights. They look great
and the tree lighting went well on Monday night.
New Bremen CIC property at 18 N Washington St is available
for rent or purchase. The property is listed with Eiting Real
Estate.

Village Administrator Dicke gave the following report:

Update on Police/EMS Building – Estimated completion date
December 12
Water department salt bid – Artesian of Pioneer was the only
bidder.
Ohio EPA is requiring asset management by October 2018. GIS
is mapping is being used. Village will need to set up active
preventative maintenance schedule, emergency preparedness
and capital improvement plan.

RESOLUTION 2017-11-53 Artesian of Pioneer is awarded the 2018 salt
bid for water department for a contract of $118 per ton. Motion by
Burnell. Second by Larger. Six ayes.

Reviewed contract to hire Jason This as Village Solicitor from January
1, 2018 – December 31, 2019.

First Reading ORDINANCE 2017-11-26 contract Jason This as Village
Solicitor for two year period January 1, 2018 – December 31, 2019 at
the annual rate of $14,400. Motion by Parker. Second by Larger. Six
ayes.

First Reading RESOLUTION 2017-11-54 contract Thomas Guillozet as
magistrate for calendar year 2018. Motion by Larger. Second by
Kronenberger. Six ayes.

First Reading RESOLUTION 2017-11-55 contract City of St Marys for
the collection of income taxes for years 2018-2020 at a flat rate of
1.75%. Motion by Parker. Second by Richter. Six ayes.

Discussed revisions to the shelter house rental agreement.
Reservations shall be taken up to 18 months in advance of scheduled
reservation date. Rental of the Crown Pavilion for weddings will be a
3 day rental at a fee of $500, with a $200 security deposit. The
Splash Pad may be included for an additional non-refundable $50 for
a two hour period when booked with the Pavilion. Certificate of
Insurance in the amount of $500,000 will be required for rental of
Pavilion, shelter houses and pool.

First Reading ORDINANCE 2017-11-27 Rental Agreement Revisions for
shelter house, pool and pavilion. Motion by Larger. Second by
Kronenberger. Six ayes.

Second Reading RESOLUTION 2017-11-50 authorizing the Village
Fiscal Officer to contribute $1,000 to the defense of House Bill 49.
Motion by Larger. Second by Kronenberger. Six ayes.

Second Reading ORDINANCE 2017-11-24 authorizing at 2% Cost of
Living Adjustment in 2018 for all full time and part time employees.
Motion by Richter. Second by Parker. Six ayes.

Second Reading RESOLUTION 2017-11-51 approving expenditures not
to exceed $125,000 for day to day operations of the Village of New
Bremen from January 1, 2018 to January 8, 2018. Motion by Larger.
Second by Kronenberger. Six ayes.

Tabled – Second Reading RESOLUTION 2017-11-52 Economic
Development Director contract, part time with a flat rate of $42,000
per year. Will turn in monthly update and hours worked. Expected to
work an average of 32 hours per week.

Second Reading ORDINANCE 2017-11-25 amend handbook to remove
retire / rehire for future retirees. Motion by Parker. Second by Kuck.
Six ayes.

Third Reading RESOLUTION 2017-10-48 authorizing the Village
Administrator to go out for bids on Front St. and Eastmoor Drive
reconstruction. Motion by Kuck. Second by Burnell. Six ayes.

Larger made a motion to adjourn at 7:43 p.m. Second by
