Roll call showed the following members present for the meeting on this date at 6:30 p.m. at Police / EMS Training Room, Burnell, Kronenberger, Larger and Kuck.  Lomakin attended by phone.  Also, present were Mayor Parker, Solicitor This, Fiscal Officer Speelman, Village Administrator Dicke and Chief Skinner.

Visitors attending were Jerry McClannan from Mote and Associates, Corey Maxwell from The Evening Leading and Jeff Elking from The Daily Standard.

Minutes from the October 26, 2020 regular meeting were approved.  Motion by Larger.  Second by Kuck.  Five ayes.

Mayor Parker’s Report:

  • Fines, fees and forfeitures for October are $1,418.
  • Congratulations to Volleyball and Football teams in competing in state semi-finals.

Village Administrator Dicke Report:

  • Traffic signal upgrade – work should be completed at the end of the week, including pedestrian cross-walks.
  • Artesian will begin install of water plant control panel upgrades this week.

Village has received a total of $237,049.27.  Purchases must be encumbered by November 20.  Preliminary list of purchase was shared with council.

First Reading Resolution 2020-11-12  Approve Cares Fund purchases.

Received one bid for the salt at the water plant.  Artesian of Pioneer bid $134.25 per ton.  Bid also included one brine tank cleaning.  Bid was the same price as last year.

First Reading Resolution 2020-11-13  Award salt bid contract to Artesian of Pioneer at a price of $134.25 per ton.

Will be applying for a Federal Land and Water Conservation Grant for repairs needed at the municipal swimming pool.  Deadline to apply is November 16.

Burnell made motion to suspend the rule.  Second by Kronenberger.  Five ayes.  Declaring Emergency Ordinance 2020-11-14  Apply for Federal Land and Water and Soil Conservation Grant.  Motion by Larger.  Second by Kronenberger.  Five ayes.

Second Reading Resolution 2020-10-10  Thomas Guillozet Mayor’s Court Magistrate for a two year period.

Second Reading Resolution 2020-10-11  City of St Marys Tax Department for income tax collections 2021-2023 at a rate 1.75% on tax dollar collected.

Third Reading Ordinance 2020-10-16  Authorize sale of personal property on GovDeals.com for 2021.  Motion by Burnell.  Second by Kronenberger.  Five ayes.

Larger made a motion at 6:35 p.m. to enter executive session to discuss personnel.  Second by Kronenberger. Five ayes.  Came out of executive session at 8:50 p.m. with no action.

Larger made a motion to adjourn at 8:50 p.m.  Second by Kronenberger.   Five ayes.
