October 26, 2020

Roll call showed the following members present for the meeting on this date at 6:30 p.m. at Police / EMS Training Room, Burnell, Kronenberger, Richter, Larger, Lomakin and Kuck.  Also, present were Mayor Parker, Solicitor This, Fiscal Officer Speelman, Village Administrator Dicke and Chief Skinner.

Visitors attending were Jerry McClannan from Mote and Associates, Corey Maxwell from The Evening Leading and Jeff Elking from The Daily Standard.

Minutes from the October 12, 2020 regular meeting were approved.  Motion by Larger.  Second by Richter.  Five ayes.  Kuck abstained.

Larger made a motion to approve total expenditures for October in the amount of $949,398.03 and total receipts for September were $1,169,695.18; noted Finance committee reviewed bank reconciliations for September.  Second by Kronenberger.  Six ayes.

Mayor Parker’s Report:

  • Trick or Treat was a success and Trunk or Treat was well received. Thank You to the YMCA and all businesses and organizations that participated.

Village Administrator Dicke Report:

  • Traffic signal upgrade – poles are up at 274/66. Signals will not be at full function until Wednesday or Thursday.
  • 274 Widening at Bunker Hill Entrance is complete. Final cost was $564,390.58, budgeted at $583,690.00.
  • Water Plant control panel upgrades could begin install later this week.

Renewal of Thomas Guillozet at Mayor’s Court Magistrate for 2 years, beginning January 1, 2021 to December 31, 2022.

First Reading Resolution 2020-10-10  Thomas Guillozet Mayor’s Court Magistrate for a two year period.

Renew contract with City of St Marys Tax Department for Collection of income taxes for 2021-2023 at a rate of 1.75% on tax dollars collected.

First Reading Resolution 2020-10-11  City of St Marys Tax Department for income tax collections 2021-2023 at a rate 1.75% on tax dollar collected.

Increased cost at the pool from the leak and reduced revenue from COVID, an amendment of appropriations for $25,000 is needed.

Burnell made motion to suspend the rule.  Second by Lomakin.  Six ayes.  Declaring Emergency Ordinance 2020-10-18  Ammend 2020 appropriations.  Motion by Kronenberger.  Second by Kuck.  Six ayes.

Second Reading Ordinance 2020-10-16  Authorize sale of personal property on GovDeals.com for 2021.

Village will be selling a 2015 Ford Expedition and 2015 Ford F250 Truck by sealed bid.  These items will not be sold on GovDeals.

Third Reading Ordinance 2020-09-09  Authorize VA to sell personal property not needed for municipal purposes.  Motion by Richter.  Second by Kronenberger.  Six ayes.

Larger made a motion at 6:44 p.m. to enter executive session to discuss personnel and litigation.  Second by Kronenberger. Six ayes.  Came out of executive session at 7:38 p.m. with no action.

Councilman Brent Richter announced he will be leaving is council seat to pursue other interest.  Kuck made a motion to accept Richter resignation.  Second by Larger.  Five ayes.

Larger made a motion to adjourn at 7:40 p.m.  Second by Kronenberger.   Five ayes.
