Roll call showed the following members present for the meeting on
this date at 6:30 p.m. Burnell, Parker, Larger, Kuck, Richter and
Kronenberger. Also present were Mayor Pape, Solicitor Smith, Village
Administrator Dicke, Chief of Police Skinner and Fiscal Officer
Speelman.
Visitors were Jerry McClannan from Mote & Associates and Jeff Elking
representing The Daily Standard.
Minutes from the September 11 and September 20 special meeting
were approved. Motion by Kronenberger. Second by Kuck. Richter
abstained. Five ayes.
Larger made a motion to approve total expenditures for the month of
September in the amount of $1,173,697.62. Second by
Kronenberger. Six ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
Pumpkin Fest – Thank you for a well-run event and also to the
village’s electric department for displaying the large pie plates.
WORA (Western Ohio Railroad Authority) sent letter notifying
the village that Crown Equipment is interested in purchasing
land along the railway. Village of New Bremen, Village of
Minster and City of St Mary’s will all need to give approval for
the purchase.
Village Administrator Dicke gave the following report:
Update on Police/EMS Building – Getting ready for drywall
installation.
The village paving and striping is completed. ODOT paving is
complete, waiting on the striping to be completed.
The New Bremen Foundation will be installing a Bicycle Tire
Changing Station near the bicycle museum.
OPWC application will be submitted on Friday for the traffic
signal upgrades. Total cost is $985,000 – $315,000 in loan,
$315,000 in grant application and $355,000 for local share.
Chris Dicke, Don Kuck, Jeff Pape and Matt Krieg will be
attending the AMP annual meeting in Columbus Sept 26 – 28.
Four pumps at the water department are in need of repair.
The cost to rebuild is $15,000 each. Will rebuild two pumps
this year and two next year.
Leaf pick up will begin around Oct 12. Please place leaves in
the tree lawn.
First Reading RESOLUTION 2017-9-43 authorizing the village
administrator to go out for bids to rebuild pumps at the water
department at a cost not to exceed $30,0000. Motion by Parker.
Second by Richter. Six ayes.
American Legion and Sons of the Legion have paid the expenses for
Cider Time in the past. Mayor Pape recommended the village cover
expenses this year. Vote of approval for village to cover expenses for
2017 Cider Time not to exceed $1,200. Six ayes.
Second Reading ORDINANCE 2017-9-21 to amend sidewalk ordinance
95.23 to clarify panels with ½ inch or more in elevation will need
repaired. Motion by Kronenberger. Second by Kuck. Six ayes.
Second Reading RESOLUTUION 2017-9-38 authorizing Village
Administrator to enter into a contract with GPD Group to perform the
Industrial Electrical System Study, phase 1 of the New Bremen Electric
System Improvement Plan at a cost not to exceed $28,700. Motion
by Larger. Second by Parker. Six ayes.
Second Reading RESOLUTION 2017-9-40 to accept the Local
Government Funds in the amount of $67,665.24 and rates as
determined by Auglaize County Budget Commission. Motion by
Kronenberger. Second by Parker. Six ayes.
Third Reading RESOLUTION 2017-8-37 Authorizing Village
Administrator to contract the cleaning and painting of the water
towers at a cost not exceed $35,000. Motion by Parker. Second by
Larger. Six ayes.
Burnell made motion to suspend the rule. Second by Larger. Six
ayes. Declaring Emergency RESOLUTION 2017-9-44 approving the
sale of six parcels in the Village of New Bremen in the railroad right of
way to Crown Equipment. Motion by Parker. Second by
Kronenberger. Six ayes.
Entered executive session at 7:13 p.m. to discuss real estate. Came
out of executive session at 7:30 p.m. with no action.
