Roll call showed the following members present for the meeting on this date at 6:30 p.m. at Police / EMS Training Room, Burnell, Kronenberger, Richter and Lomakin and Larger. Kuck attended by phone. Also, present were Mayor Parker, Solicitor This, Fiscal Officer Speelman and Village Administrator Dicke. Chief Skinner was absent.
Visitors attending were Corey Maxwell from The Evening Leading and Jeff Elking from The Daily Standard.
Minutes from the September 14, 2020 regular meeting were approved. Motion by Richter. Second by Larger. Six ayes.
Larger made a motion to approve total expenditures for September in the amount of $1,298,435.37 and total receipts for August were $1,575,843.15; noted Finance committee reviewed bank reconciliations for August. Second by Kronenberger. Six ayes.
Mayor Parker’s Report:
- September 26 Clean-up day was well received.
- Working with Bret Price to finalize the sculpture placement in Komminsk Legacy Park.
Village Administrator Dicke Report:
- Splash Pad will be closing this week due to lower temperatures.
- Traffic signal upgrade – construction continues.
- 274 Widening at Bunker Hill Entrance – paving later this week.
- Met with John Courtney regarding solar polar and possible village policy.
Kuck made motion to suspend the rule. Second by Kronenberger. Six ayes. Declaring Emergency ORDINANCE 2020-9-15 to amend 2020 appropriations for the receipt of additional CARES Funds. Motion by Burnell. Second by Kronenberger. Six ayes.
Village will be selling a Ford Expedition and Trucks by sealed bid. These items will not be sold on GovDeals.
First Reading Ordinance 2020-09-09 Authorize VA to sell personal property not needed for municipal purposes.
Lomakin made motion to suspend the rule. Second by Larger. Six ayes. Declaring Emergency Resolution 2020-09-08 Authorizing the Village Administrator to submit an application to Ohio Public Works Commission for 2021 Paving Program. Motion by Larger. Second by Lomakin. Six ayes.
Third Reading Resolution 2020-08-06 to adopt Early Retirement Incentive Plan effective November 1, 2020 until October 31, 2021. Motion by Kronenberger. Second by Larger. Six ayes.
Third Reading Resolution 2020-08-07 Accept Local Government funds and rates set by Auglaize County Budget Commission, $65,487.93. Motion by Kronenberger. Second by Larger. Six ayes.
Third Reading 2020-08-14 Village of New Bremen to enter into real estate purchase of 139.45 acres in Van Buren Township with Komminsk Estate Inc. Motion by Richter. Second by Larger. Six ayes.
Larger made a motion at 6:50 p.m. to enter executive session to discuss property and personnel. Second by Kronenberger. Six ayes. Came out of executive session at 8:02 p.m. with no action
